Savannah/Chatham Market Brief

New communities. Infrastructure investment. A changing development landscape. This week’s decisions offer a closer look at how Savannah’s growth could shape housing, business expansion and investment.

A major westside community advances. Savannah approved the New Hampstead Parkway extension agreement for a Fort Argyle Road development allowing up to 2,450 homes and approximately 24,000 square feet of commercial space. The agreement establishes infrastructure responsibilities and directs $500 from each initial home sale to Savannah’s Affordable Housing Fund. Delivery will occur in phases, making infrastructure timing important for residents, businesses and investors. (Savannah City Council Action Minutes - 10/22/26 , Savannah Fort Argyle 2450-Home Plan)

Legacy Savannah moves into funded infrastructure work. Council awarded a $2.732 million construction contract for infrastructure at the former Fairgrounds and approved a subdivision creating the first 15 single-family lots, plus two future-development parcels. The broader redevelopment envisions approximately 390–400 homes, including workforce, senior and townhome housing. Builder assignments, buyer eligibility and sales timelines still require confirmation. (Savannah City Council Action Minutes - 10/22/26 , Savannah City Council Agenda - 10/22/26)

Pooler’s impact fees change project budget projections. Development-impact fees are now adopted, requiring new development to contribute toward qualifying capital-facility expansion. Commercial, industrial and residential buyers should revisit project budgets and land valuations using the applicable fee schedule before committing to an acquisition. (City of Pooler Adopted Impact Ordinance, Impact Fee FAQ )

Long-range planning takes another step. Savannah adopted the Chatham County–Savannah 2040–2045 Comprehensive Plan update, guiding future land-use and capital decisions without automatically rezoning individual properties. Council also discussed special-use review for large data centers; permanent requirements remain under development. Housing finance sends mixed signals. Freddie Mac’s national 30-year mortgage average eased to 7.32% on October 22nd, while standard Georgia Dream and Peach Select VA rates increased to 6.750% and 5.750%, respectively. Buyers and relocating households should compare current payments, eligibility, closing costs and available incentives with a lender.
